Why your media agency shouldn’t control your UTM tracking

UTM tracking may seem like a small operational detail, but it has a major impact on how marketing performance is measured.

UTMs help show where traffic, leads, and sales come from. They influence dashboards, attribution, budget decisions, and senior reporting.

Because media agencies often create and launch paid campaigns, it can feel convenient to let them manage UTM tracking too. However, this creates risk. UTM tracking is not just a media execution task. It is a data governance issue - and the marketing analytics team should retain control.

1. Loss of data ownership

UTMs feed directly into client systems – Google Analytics, Salesforce, Eloqua, attribution models and reports. They help answer essential questions: which campaigns generated leads, which channels drove revenue, and which activity should receive more budget.

If the agency controls the UTMs, the brand becomes dependent on them to interpret its own data.

The marketing analytics team should own the rules, definitions, and structure behind campaign tracking.

2. Agency dependency

Agencies may be replaced, contracts may end, or account teams may move on. If the knowledge sits with the agency, the brand may be left with historical campaign data that no one internally understands. And the new agency will introduce a new structure – and the two data sets will never connect.

The internal team needs understand its own tagging structure. And it needs to get each agency to adopt it, ensuring consistency whenever there is change.

3. Inconsistent naming

When agencies manage UTMs without a strict brand-owned taxonomy, inconsistencies can appear quickly.

UTM tracking only works well when naming is consistent. Small differences create major reporting problems. For example, paid_social, paidsocial, and paid-social may all be treated as different values, even though they mean the same thing. The same issue can happen with campaign names, platforms, audiences, and creative labels.

Uplifter gives your team a centralised UTM builder with locked dropdowns, a shared taxonomy, and a full audit trail, so clean data is the default, not the goal.

4. Marketing is broader than paid media

A media agency usually manages only part of the marketing mix.

If the media agency owns the UTM taxonomy, the structure will be built mainly around paid media. That means other marketing channels can be missing, poorly represented, or tracked in a different way.

The result is an incomplete taxonomy that does not reflect the full marketing ecosystem.

The marketing analytics team needs one tracking framework that works across every channel, not just the channels managed by the agency.

5. Conflict of interest

There is a potential conflict when the agency responsible for campaign performance also controls how campaign traffic is labelled. They will be marking their own homework.

This does not mean agencies will deliberately manipulate data. Many agencies are professional and trustworthy. However, they are still judged on the performance of their campaigns. If they control the tagging system, their choices may favour their own reporting needs rather than the brand's wider measurement goals.

The system used to evaluate agency performance should be owned by the brand, not by the agency being evaluated.

6. Poor attribution

UTMs play an important role in attribution. They help decide which channels and campaigns receive credit for conversions.

If UTM tracking is inconsistent or incomplete, attribution becomes unreliable. Traffic may be misclassified, campaign results may be split across multiple naming variations, and some activity may appear under the wrong source or medium.

This can lead to poor decisions. The team may increase budget for a channel that looks strong because of bad tracking, or reduce investment in activity that is actually contributing value but is not being measured properly.

7. Harder quality control

UTM mistakes are difficult to fix once a campaign is live.

If a campaign launches with incorrect tracking, bad data can enter analytics platforms immediately. In many cases, historical data cannot be fully corrected. It may be cleaned later in dashboards, but the original tracking issue remains.

When the brand owns the UTM process, it can set up approval rules, templates, naming conventions, and pre-launch checks. And if the brand mandates using shortlinks, then any mistakes made in the UTMs can easily be corrected later.

8. Better role for the agency

The media agency should still support UTM tracking, but it should not own the taxonomy.

The agency can create links, apply campaign tags, test URLs, and recommend improvements based on platform requirements. However, the marketing analytics team should own the strategy, naming rules, documentation, and approval process.

This creates a better balance. The agency supports delivery, while the brand protects data quality and measurement consistency.

Conclusion

Marketing analytics teams should not delegate full control of UTM tracking to their media agency because UTMs are the foundation of campaign measurement. They affect reporting, attribution, budget decisions, and long-term marketing intelligence.

The better approach is for the brand to own the UTM taxonomy and make it available to everyone who needs to create campaign links through a link management platform like Uplifter.

With our UTM management tool, control stays with the brand while teams across marketing, including the media agency, the social agency and the email marketing agency, can all log in and create the UTM links they need.

In simple terms, the agency can create the links, but the marketing team must own the process.

Control of UTM tracking is control of marketing truth, and that responsibility should stay with the brand.
